POLICY COMMITTEE VERSUS
MANAGEMENTTEAM STRUCTURE
As not every activity needs the sa me
approach there has been made a difference
between activities with a Group policy
committee and with a Group management
team. A policy committee is a loser form of
management with an emphasis on
coordination, whereas the management
team approach is a model with a more
direct management responsibility.TheTask
Forces will propose to the Managing Board
early december how to proceed with the
businessplans, the composition and the
functioning of the policy committees and
management teams.

'Because,' says Arthur Arnold, 'we will all
be working on the basis of shared
responsibility, shared accountability and
shared renumeration.' The Task Forces
will also be proposing which offices could
serve as centres of competence or support
centres. Once identified - although,
clearly, some are obvious choices, such as
the IT-centre for International Private
Banking in Luxemburg - these Centres of
Competence will be making specific
expertise available to any other office that
may require it.
BOARD DEADLINE
The managing board is committed to
decision-making on these
recommendations by mid-December 'or
sooner, if the Task Forces report is early,'
says Arnold. 'We have allowed ourselves
time to get this as right as we can, to
avoid as many mistakes as possible. But
